Sadly not. Approval will not reset if nobody is living there. And there is no way to get it back up. So that region will stay empty forever. – Turbulent-Ad6560
That Region is dead as per the current mechanics. Suggestions have been made to change this, but no implementation yet. – Background_Path_4458
Never tried it but if you play against the baron it might be fixed if you let him claim that region and retake it afterwards. – SirSheppi
